Combine the oats, 1 cup flour, brown sugar, baking powder, baking soda, and melted butter in a separate medium-sized bowl. Pour in the butter and stir until well coated and crumbly. Sprinkle the crumb mixture evenly over the top of the apples and gently pat to even it out.
